John McGinnis is an American lawyer and professor of law at Northwestern University. He was born on February 3, 1954 in Philadelphia, Pennsylvania. He received his B.A. from the University of Pennsylvania in 1976 and his J.D. from Harvard Law School in 1979. McGinnis has served as a professor of law at Northwestern University since 1989. He is a leading scholar in the fields of constitutional law, administrative law, and the law of democracy. He has written numerous books and articles on these topics, including Originalism and the Good Constitution (2013), The Constitution of Opportunity (2006), and The Limits of Precedent (2005). McGinnis is a member of the American Law Institute and the American Academy of Arts and Sciences. He has served as a visiting professor at the University of Chicago Law School, the University of Virginia Law School, and the University of Pennsylvania Law School. McGinnis is married to Mary Ellen McGinnis and has two children. He is 66 years old.

McGinnis was born in Latrobe, Pennsylvania, but moved to Montgomery County in suburban Philadelphia in his youth. He earned a B.A. from the University of Notre Dame and began his professional career as a Catholic school teacher. He later earned an M.S. in business administration at Indiana University South Bend. McGinnis received a Ph.D. in finance from Penn State University in 1993. He later served as a business and finance professor at Penn State Altoona, where he was tenured as associate professor of finance in 2003 and retired from Penn State in 2014. He also had earned both the CFA and CFP professional credentials.
John D McGinnis (born February 3, 1954) was a Republican member of the Pennsylvania House of Representatives. He represented the 79th District, based in Altoona, from 2012 to 2018.
